Under the terms of the EU-Cyprus accession Agreement of 2003, it is Cyprus as a whole that will join the EU. For practical purposes however, the European acquis extends only to the part of the island that is controlled by the government of the Republic of Cyprus. This of course is the southern part of the island. As far as the EU is concerned the northern part of the island is currently under the military control of Turkey since the Turkish Cypriot administration is not internationally recognised. The northern part of the island will be entitled to join the EU once it reverts to the jurisdiction of the Cyprus government, upon the conclusion of a political resolution of the Cyprus issue.
